The Marine Corps’ Accelerated Acquisition Strategy to Transform Aviation Sustainment for the Future Fight
PORTFOLIO ACQUISITION EXECUTIVE AVIATION, PATUXENT RIVER, Md. – Executing on the Secretary of War’s directive to accelerate software acquisition, the Marine Corps completed a rapid vendor-selection process for predictive Super Intelligence/Machine Learning (SI/ML) technologies engineered to transform aviation sustainment for the future fight. These SI/ML tools will help Marine Aviation generate sustained combat power through the integration of dynamic aviation supply, predictive maintenance, and optimized operations through forecasting, and decision support.
Using an Other Transaction Authority (OTA) process facilitated by the Naval Aviation Systems Consortium (NASC), the U.S. Government progressed from an approved statement of need to vendor notification in 34 days. “This agile approach demonstrates that we can shorten the timeline from identifying an operational need to delivering a capability to our Marines,” said Lt. Gen. William Swan, Deputy Commandant for Aviation. “Accelerating our acquisition speed is essential to maintaining our competitive edge and driving the modernization goals outlined in the Marine Corps Aviation Plan.”
Following a detailed review of white paper and video submissions, which were incorporated as part of this solicitation process, the U.S. Government selected SteerBridge Strategies, LLC, to advance with the Statement of Work (SOW) collaboration activities. The proposed prototype effort supports DoW critical technology focus areas, including super intelligence and next-generation capabilities. SteerBridge Strategies, LLC, is a certified Service-Disabled Veteran-Owned Small Business headquartered in Vienna, Virginia, with SI/ML capabilities and expertise. “The effort aligns directly with DoW objectives to accelerate acquisition timelines, strengthen collaboration with industry, and modernize acquisition processes,” said Maj. Gen. David Walsh, Deputy Portfolio Acquisition Executive for Aviation–Marine Corps Aviation (DPAE(A-MCA)).
Through this collaboration, the U.S. Government and industry will assess, prototype, and refine emerging technologies that may enhance operational readiness and support Marine Corps aviation sustainment, readiness and planning functions.
This announcement does not constitute a formal contract award or binding agreement. Any future agreement remains contingent on successful negotiation and finalization of the SOW, as well as completion of applicable acquisition actions.
DPAE(A-MCA) leads the Marine Corps Aviation acquisition portfolio by shaping strategic direction, delivering integrated warfighting capability, and supporting readiness and performance across assigned program management activities. DPAE(A-MCA) provides enterprise leadership and alignment within the Portfolio Acquisition Executive - Aviation construct while representing Marine Corps aviation equities.
